Message to ALL Game Trophy coordinators, exporters, agents and interested parties.

Please access this link to see the directive from the EU High commission implementing with effect May 5, 2011, EU resolution 114 of 2011.
This effectively means that the a new chapter 6(a) veterinary certificate has to be compiled for all DIP & SHIP consignments destined to the EU, or transiting the territory of the EU from a third country to a third country. (e.g.  from SA via the EU to the US)

In essence this means that all exporters or shippers of game trophies must be registered with TRACES to be able to export trophy shipments to the EU and such registration numbers must be endorsed on the new veterinary certificates. For ease of reference access this link for a list of the approved SA facilities processing game trophies. This was received from Dr. Mariette Bronkhorst at DAFF. The ‘list’ was already forwarded to relevant EU authorities by DAFF.
It is important to know that registration of your plant or facility with TRACES must be channeled via DAFF (National Veterinary Services).

Approved establishments - Animal by-products sector Regulation (EC) No 1069/2009  of the European Parliament and of the Council of 21 October 2009 laying down health rules as regards animal by-products and derived products not intended for human consumption and repealing Regulation (EC) No 1774/2002 (Animal by-products Regulation) is applicable as of 4 March 2011.

In accordance with Regulation (EC) No 1069/2009  establishment and plants handling animal by-products and derived products must be approved or registered by the competent authority of each Member State. According to Article 47 of Animal by-products Regulation, Member States must make up-to-date lists of such establishments and plants available to other Member States and to the public.
In order to assist Member States in making up-to-date lists available to other Member States and to the public, the Commission has created a single, central and easy access to the different lists of approved ABP establishments published by each Member State.

Every national website is to contain a first page regrouping ABP activities for which approval is compulsory. For ease of reference the master list has been developed in the order to respect the provisions of Articles 23, 24 and 47 of the Animal by-products Regulation.
Technical specifications  have been agreed to ensure wide availability of the information concerning these establishments or plants and to improve the readability of the lists. Annex I include layouts, together with relevant information and codes used to describe ABP activities for activities in Member States.

Article 30 of Commission Regulation (EU) No 142/2011  of 25 February 2011 implementing Regulation (EC) No 1069/2009 of the European Parliament and of the Council laying down health rules as regards animal by-products and derived products not intended for human consumption and implementing Council Directive 97/78/EC as regards certain samples and items exempt from veterinary checks at the border under that Directive lays down new requirements for the listing of establishments and plants in third countries from which imports into the EU are authorised.
These establishments and plants shall be entered into TRACES in accordance with Annex II to the Technical specifications .
Member States and Third Countries shall comply with the Technical specifications  as from 4 March 2011.

In addition:

•    The facility of origin must be licensed. This means the Taxidermist mounting the trophies must be registered. In the past fully mounted trophies could be sent to the E.U as they did not require a Veterinary certificate. They still do not require a Veterinary certificate however the taxidermist must now be ZA registered in order to appear on the list otherwise he cannot export these trophies.

In summary if you are not a ZA registered Taxidermist you can no longer export your mounted trophies to the E.U or transit the E.U to any other destination.
